at Yokohama. That gentleman will shortly proceed thither to take charge

of the Post Office.

This I have done in accordance

with the recent postal arrangements

which have been made relative to

Japan and of which full particulars will be transmitted when furnished

to me by the joint report of the Postmaster General, and M. Rea on the return of the latter to this Colony.

I am happy in being able to add that the staff at present in the Postal Service of this Colony are competent as appears from inclosed letter of the Postmaster General.

So satisfactory is the state of the Service that I have on his recommendation, subject to Your Grace's approval, appointed A. Barradas to the post vacated by M. Simpson, and have promoted the subordinate clerks in rotation each to his superior's post.

I have further to state that I have appointed Mr. Redhoud to be 5th Clerk in lieu of Mr. Rocha who succeeds M. d'Aquino. This gentleman has recently arrived from New Zealand with high recommendations.
